Does the app support importing transactions from a CSV file? – yes, the CSV file needs to be in the same format as required by iOS (documented here).

Dropbox syncing issues – it is rare to get any of these, however Dropbox now charge you to use more than 3 devices (called Dropbox Plus). If you exceed this limit it can cause problems with devices not being able to see each other. You can manage the devices that can use your Dropbox account from the Dropbox app (or log in to Dropbox from a web browser). This is especially important after upgrading a device as the old one might need removing.
